(tramp-advice-file-expand-wildcards): Remove it.

* net/tramp-compat.el (top): Autoload `tramp-handle-file-remote-p'.
(tramp-advice-file-expand-wildcards): Moved from tramp.el.
Activate advice for older GNU Emacs versions.  (Bug#5237)
